Building drawing, also known as drafting or draughting, is the act and discipline of composing plans that visually communicate how something functions or has to be constructed. Drafting is the visual language of industry and engineering. A drafter, draftsperson, or draughtsman is a person who makes drawing (Building or otherwise). A professional drafter who makes Building drawings is sometimes called a drafting technician (David 2000.) People who communicate with Building drawings, (those who design and those who are trades people), may use Building standards that define practical symbols, perspectives, units of measurement, notation systems, visual styles, or layout conventions. These enable a drafter to communicate more concisely by using a commonly understood convention. Together, such conventions constitute a visual language, and help to ensure that the drawing is unambiguous and relatively easy to understand (Richard 2004).

Information and communication technology (ICT) has become key tools and had a revolution impact on how people live and see the world. Modern day business are conducted and facilitated through the use of telephone, fax machines and computer communication networks through the internet. This phenomenon has given birth to the contemporary e-commerce, e-government, e-machine, e-banking and e-education, among others (Ofodu, 2007).

According to Bandele (2006), ICT is a revolution that involves the use of Computers, internet and other telecommunication technology in every aspect of human endeavor. The author posited that ICT is simply about sharing and having access to data with ease. It is regarded as supper highway through which information is transmitted and shared by people all over the world. Ozorji in Jimoh (2007) defined ICT as the handling and processing of information (texts, images, graphs and instruction) for use, by means of electronics and cameras, telephone and internet. Ofodu (2007), also refers to ICT as electronics or computerized devices, assisted by human and interactive materials that can be used for a wide range of teaching and learning as well as for personal use.

The term ICT is now also used to refer to the convergence of audio-visual and telephone networks with computer networks through a single cabling or link system. There are large economic incentives (huge cost savings due to elimination of the telephone network) to merge the audio-visual, building management and telephone network with the computer network system using a single unified system of  cabling, signal distribution and management (ofodu 2007). Availability of a system is typically measured as a factor of its reliability as reliability increases, so does availability. Availability of a system may also be increased by the strategy on focusing on increasing testability & maintainability and not on reliability. Improving maintainability is generally easier than reliability. Maintainability estimates (repair rates) are also generally more accurate. However because the uncertainties in the reliability estimates are in most cases very large, it     is likely to dominate the availability (prediction uncertainty) problem, even while maintainability levels are very high Ozorji in Jimoh (2007).

Utilization is the primary method by which asset performance is measured and business success determined. In basic terms it is a measure of the actual revenue earned by assets against the potential revenue they could have earned. Rental utilization is divided into a number of different calculations, and not all companies work precisely the same way. In general terms however there are 2 key calculations: the physical utilization on the asset, which is measured based on the number of available days for rental against the number of days actually rented. Statement of the problem

Information and communication technology has potential influence on educational programme like teaching and learning. The utilization of ICT tools such as internet, computer, graphic, CDA and CD has improved students performance, but the problem is that, in technical colleges in Ebonyi state, ICT is not used by the building drawing students at the secondary schools (Ajayi, 2008). The   effects   of non-usage   of ICT   in   building   drawing   have   led   to discouragement of distance learning processes. It also has resulted to poor  performance of students in educational programme in the secondary schools.

Moreover, it has made teachers not to meet the challenges of a constantly changing society and this eludes them the benefits of ICT. The non-utilization of ICT at the technical colleges in Ebonyi State, has hindered the students from enjoying the benefits of 1CT_especially in building drawing. It is on this basis that this work is designed to determine the extent of availability  and  utilization  ICT tools  in  enhancing  students  performance  in building in technical colleges in Ebonyi State.

Purpose of the Study

The purpose of this study is to identify availability and utilization of ICT tools in enhancing students performance in building drawing in technical colleges in Ebonyi state.

The study is considered under the following

  1. To find out the available ICT tools for enhancing students performance in building drwaing
  2. To determine the level of utilization of computer, in enhancing students Performance in building drawing
  3. To determine students interest in building drawing through the use of ICT tools
  4. To determine how the application of audio-video facilities in enhancing students performance in building drawing.

Significant of the Study

The findings of this study will be of great benefit to the students and the society in general. The study is very significant in the sense that it will equip students with knowledge and skills required to handle 1CT tools in technical colleges. This study also will be beneficial to the teachers in their teaching profession, because a teachers needs to be properly trained professionally in ICT usage, to meet the challenge of constantly changing society.

The students on other hand, will benefit from the findings of this research, because some ICT tools as computer, keyboards, memory, monitors, mouse, printer, data storage devices, graphics cards, microprocessors, motherboards, CD internet and video camera helps the students to connect, store and retrieve information about knowledge acquired when needed. The students also, will benefit much from the findings of this study because the knowledge and skills they acquired through the utilization and exposure to the ICT tools, will grant employment opportunity for them after graduation. Moreso, students learn and understand more when the teacher use ICT in presenting his lesson. Vernon (1953), as cited in Onyejemezie (1990) agreed that pictures stimulate and help further study, help learners to take active interest in the topic presented.

The result of this study would create awareness in the mind of the school management, the state and the local government concerning the importance of the utilization of ICT in students performance. Finally, the findings of this study would enable the teachers, students and, official the state commission of education to determine the extent of utilization of ICT in learning building drawing in technical colleges at the secondary schools in Ebonyi State.

The following  research questions were formulated to guide the study.

  1. How will the level of utilization of computer enhance students performance in building drawing?
  2. How will student interest in building drawing be enhanced through the use of ICT tools?

    Scope of the Study

The study is restricted to the availability and utilization of ICT tolls in enhancing students performance in building drawing in technical colleges in Ebonyi State. It is also focused on the level of utilization of computer in enhancing students performance in building drawing, students interest in building drawing through the use of ICT tools and the application of audio-video facilities in enhancing students performance in building drawing.
